Evaluation of Homes England's Public Sector Land Acquisitions (PSLA)
Steer-ED, supported by Cushman and Wakefield, have been commissioned by Homes England (HE) to evaluate the impact, value for money (VfM), and lessons learned from their portfolio of c.100 public sector land acquisitions (PSLA) for the period 2015-2020.
The purpose of the evaluation is to robustly quantify both impact/VfM to date and anticipated future impact/VfM. Critically, the evaluation will provide robust evidence to help inform future funding, resource allocation and delivery models, with a view to maximising impact.
Our theory-based mixed methods approach will include: evaluation design, counterfactual scoping and logic model development; comprehensive assessment of monitoring and secondary data; site based and thematic case studies; interviews, workshops and focus groups; benefit monetisation and value for money assessment; forward looking recommendations to shape future programme design.
