Further development of the Leyland Town Investment Plan business case
Following the development of a comprehensive Business Case for investment from the Towns Fund, South Ribble Borough Council (SRBC) commissioned Steer to update the benefit-cost ratio (BCR), which required updating due to interim adjustments to the scheme.
Steer was tasked with developing the economic impact model underpinning the SRBC Towns Fund business cases. Due to material changes in the scheme's scope, the value-for-money analysis needed to be reviewed and a revised BCR calculated.
Steer provided an updated value-for-money assessment as an addendum to the business case, setting out the core assumption and the revised BCR position.
The successful submission of the business case resulted in the securing of a substantial £25 million investment from the Towns Fund, marking a pivotal step towards revitalising Leyland's town centre.
