Monitoring and Evaluation for UKRI’s LMT Portfolio - Phase 3
Josh Stott, serving as Project Director, alongside Emma Hanes, as Project Manager, are leading a consortium of evaluators tasked with overseeing monitoring and evaluation activities for UKRI’s Land & Maritime Transport (LMT) Portfolio. This initiative builds upon Steer-ED’s extensive experience in evaluating transport innovation and decarbonisation projects.
The LMT Portfolio comprises various innovation grant competitions managed by UK Research & Innovation, primarily funded by the Department for Transport. With a budget of £520 million, the portfolio spans six grant funding competitions across diverse transport modes, emphasising the development of transport decarbonisation technologies.
Primary objectives
- Establishing evaluation baselines at both program and portfolio levels.
- Conducting ongoing monitoring and analysis over an 18-month period.
- Delivering interim and final evaluation reports for each of the six programs and the portfolio as a whole.
Previous engagements
Steer-ED has previously undertaken Phases 1 and 2 of the evaluation.
These phases involved:
- Developing the portfolio's Theory of Change and Logic Models.
- Defining example metrics.
- Crafting an evaluation framework report to guide subsequent evaluation efforts.

Under the leadership of Josh Stott and Emma Hanes, the consortium is well-positioned to provide comprehensive insights and recommendations to enhance the effectiveness and impact of the LMT Portfolio's initiatives.
